The company is an independent engineering consulting enterprise and provides engineering solutions to the onshore and offshore oil and gas industry. The company has employed over 300 engineers worldwide, with offices in Shanghai, Beijing, Tianjing and Shenzhen, China, and in Houston, USA, serving its clients in China, Southeast Asia, dle East, West Africa, Australia, Gulf of Mexico, and other regions of the world. The HR Director is responsible for the formulation and - after approval – ensuring the implementation of the HR & Admin strategy in line with the business strategy and in alignment with prevailing local conditions and regulations in order to achieve an optimal level of personnel, both quantitative and qualitative, and to contribute to the realisation of business results. Key accountabilities 1. Strategy As a member of the Management Team, participates the own discipline in the formulation of the business strategy, which results in short and longer term plans and a framework for the strategy of the HR & Admin department. 2. Business Year Planning Sets up and implements annual plan for the key areas of the HR & Admin department, including budgets, consistent with the business strategy, in order to give guidelines for the activities of the HR& Admin department. 3. Management Advice Initiates and stimulates knowledge sharing and advises line management pro-actively on HR & Admin issues in order to achieve maximum HR & Admin effectiveness and to optimise business results. Coaches line management in the effective resolution of people and performance management issues. 4. Organisation development Contributes to developing and implementing organisational development activities in order to ensure the organisational structure to be optimally tuned towards optimising business results. Contributes to developing a motivating work culture, encourages productive teamwork and promotes a customer friendly, business winning culture. 5. Recruitment and ion Executes an effective recruitment and ion policy and draws up the manpower planning, in co-operation with line management, in order to ensure the timely qualitative and quantitative influx of new employees. 6. training and Talent Development Works in close liaison with line management to devise and implement training and development plans and liaises with external parties to ensure cost effective design of programmes and processes in order to support line management in maintaining and achieving optimally qualified employees in the short and longer term. 7. Employee relations Builds and maintains effective working relationships with representatives of employers’ and employees’ organisations, institutions, local labour authorities and other interest groups in order to contribute to the optimal protection of business interests. 8. Compensation and benefits and Payroll Develops and executes an equitable and competitive compensation and benefits policy in line with local requirements, in order to contribute to the attracting, motivating and retaining of employees. Oversees the operation of the company payroll function and ensures compliance with all relevant regulations. 9. Talent Management Initiates and co-ordinates succession and talent development plans in order to ensure continuity of competent staff and provides support on the implementation of talent development activities to line management. 10. Human Resources & Admin Management Organises, staffs and manages the HR & Admin department and manages HR& Admin team members in order to be equipped for current and future business challenges.
